The ice underneath is there because of the temperature fluxuation. For a while we couldn't melt it (too cold). Then it melted all at once and caused pooling. Then it re-froze and cause thick ice in some places.
If we could warm things up, we would. Since we can't - we just have to make the best of things. Be patient. Drive slowly. Let us know if your street is not cleared. But please realize that it takes time to move this much snow - and we are running out of places for it to go.
