Yes, the liens have already been filed by the Board. We apologize for any confusion caused by the memo on the statements sent in January and the reality that the liens were filed prior to March 1. However, they have been filed and are legally binding. The filing fee covers the actual cost of filing and releasing each lien, no more.
The Board will release a lien when the corresponding full payment is received and verified. If full payment against a corresponding lien is paid and verified prior to March 1, 2013 the Board has agreed to waive the $25 filing fee. Partial payments do not release a lien total until the entire amount of the lien
is satisfied. Meaning - if you pay $100 on a $300 lien, we do not adjust the total of the lien
or release the lien until the entire $300 is paid.
